Who does the system use for permissions for a workflow move action?

I have two libraries, one for submissions and one is an archive. I am
trying to have a different permission level on the archive, but it
appears that the workflow actions are driven by the permissions of the

I did exactly this when I was copying list items to another list for archiving
purposes. I created a unique permission  set with only the ability to add items
to the list and stripped out modify and delete. The workflow  can use the
initiators logon to add things but they can't do anything else to the Archive

Well I also want them to be able to update in the first list as
needed. As a stopgap for now I just created a separate manual workflow
that I will use to move  the form once it is through the approval
process. I guess I will have to do some things on the form side
locking it down.

I don't think I understand.

The first list will have the default permissions. After you create the custom
permission set you can give users those permissions  on the 'archive' list by
breaking the permissions inheritance and only allowing users with your custom
permissions to add things. They won't have delete or modify permissions because
you'll have locked that down.

I don't know if I am off the mark....?

Another option is to creat a new site and use the additional actions  feature
from codeplex to add the copy to site action to your designer workflows. This
action allows you to copy an item across sites and uses system  authority to do
so, not the user.

Not sure of the actual project and action name, but you get the idea.

But the workflow  is on the first list...right? Therefore it runs off
the first list's permission  set. If the move  wf was on the archive
list...how would you trigger it?
