SP Group Memberships not being populated

We have a very simple MOSS Farm. 1 SQl , 1 App, 1 WFE (Same set up for
our Dev Farm)

Our SP Group memberships are not populating on our Prod Farm, but they
are in the Dev farm and we can't see any difference between the two
farms.

All the timer jobs are succeeding without error.

Any help in pointing me in the right direction would be greatly
appreciated.

Not sure I completely follow. Groups are populated  by adding users into them.
How are you trying to add your users? Are you pushing from dev  to production and
losing the membership at that point?
