Solution/Feature being Deployed Globally

We have a feature inside a solution. The feature is scoped at "Web"
(Site level). Nothing else exists inside the solution. Ideally we
want to deploy this solution to a single site-collection.

Problem -

When deploying the solution (either from Central Admin or through
STSADM), it requires that the feature be deployed globally, to all
web applications. This poses a problem to us, as we can't have this
deployed to every web app.

We've tried deploying with the stsadm command and manually supplying
a url to a site collection, but we get an error stating that the
solution does not contain web-app scoped features. Changing the
feature scope to web-app breaks the feature as the contents of the
feature are only able to be scoped at site/web level.

It seems like there's some key component we're missing, as we've
searched hours looking to solve this issue and have nothing to show
for it.

Does anyone know how we can deploy a feature to a single web app (or
even a single site collection)?

Features themselves are just subdirectories in the 12 hive so they are always
deployed globally  and then activated at the more restrictive Scope. The Best
that you can do is to set the Feature to be hidden in the Feature.xml file.
Then only activate it on the Web where you want to use it.

Assemblies deployed  to a Web Application Bin directory are what allow you to
deploy with a target of a specific Web Application. Features are always
deployed globally.

This is exactly what we ended up doing, but thank you for clarifying
why it is features  are available globally; now it makes sense.
