Smigrate error while restoring a site

I'm using a tool called Smigrate for backup and
restoring of an SP Site.The site has to be moved from
server A to server B. Backup is going fine for the
site on server A. For restore, a new site has to be
created, which we did using SPS. But during restore
process, we are facing an error

"A site template has already been applied to this
site" .

How do we create a new top-level site with no
template?
We dont have an option for choosing template while
creating the site.

Sounds like you must have a customized site  creation process in place - the OOTB
process allows you to pick a template  as the final step. You can also do the
restore using FrtonPage, which should allow you to create  the site and restore
the backup.
