smigrate

I'm trying to use smigrate to restore a subsite into
our development environment.
Every time I try it I get the following message:

Progress: Reading manifest: counting tasks
Progress: Unable to locate <Web> or <Solution> tag within manifest
-0400 ERROR (possibly fatal):
ERROR: 589915 Unable to locate <Web> or <Solution> tag within manifest

Was the backup created with a different SharePoint service pack (either
SPS or WSS) than your current system? You must have exact SharePoint
service packs when you created backup for restore  to work.

Yes, the same service packs are in both environments.
Furthermore, I get the same message  in production as well.
Only with this particular site though.
I can restore  other sites with no issues.

Was the site created with a custom template, and does this custom template exist in one environment  and not in the other? Have you tried FrontPage to restore  the site? If you have errors in FrontPage, it may give you better clues as to why it did not restore.

Be sure to restore  to the same service pack level as the backup.
Otherwise, I'd suggest you call PSS about this.

So it’s correct to say the smigrate  & spsbackup restores to other (but equal sp) environments despite different config_dbs?
