What to use My sites or Sites

I am looking to implement my sites and here what I've been asked
to do:
- different web parts and links for each department (users)
- users will have limited rights or no rights to change or add
anything in my site.


My question is how I can create this programmatically based on the
user position with in the company? I was thinking of using sites
(different templates) instead of my site(one template), but I don't
want to loose certain my site features.

One possibility for the first bullet is to use audience targeting.

I was talking about quick lunch links  on the left side.

Quick Launch links  are fixed programmatically  generated based  on items you have
chosen this property for. There is no OOTB way to limit visibility for these.
You'd have to replace the OOTB web  part with one of your own design.

I can create  a custom one, but it will appear for everybody am I
correct? Since we goanna give very limited  permissions on my site  I have
to pre-build the list for the user before he gets to his site and the
list will varies on the type of the user.

I just didn't want to create 10 different folders of mysite since there
is only one template  for everybody.

Any suggestions?

Are you talking about the Portal Server My Site (built in functionality) or
something else? Yes, your custom Quick Launch would appear for everyone, but
while creating it you could add code to differentiate between users  and/or use
audience targetting.

Yes, I am talking about Portal Server My Site. How about different web
parts for each user in my site? Where would I make a change? Can I hide
web parts  gallery based  on the user?

There is no OOTB way to setup a different web  part per user on My Sites or to
hide the gallery per user. I *think* you can write a script using the Object
Model or web services which would go through all users  and add an individual web
part, but it's not going to be simple and I've never done it myself. It would
be far easier to write a custom web part.

I am just trying to find an easier solution.
What do you think of implementing sites  instead of build in my sites
feature and just redirect user to the site  which I can create  for them
programmatically?

Regardless of how you do this, you aren't going to get a per-user Quick Launch
list without some custom code. You're either going to need to write a web  part
to display the list per user or code to create  a site  per user. Why is it you
are not using the Links For You and audience targetting in the My Site? Your
scenario is exactly what that was created for...
