~sitecollection token bug?

To view an Infopath Form in page viewer I use the following URL:



/home/IT/ServerMgt/_layouts/FormServer.aspx?XsnLocation=~sitecollection/
ServerMgt/ServiceHostRequest/Forms/template.xsn&OpenIn=browser&SaveLocat
ion=~sitecollection/ServerMgt/ServiceHostRequest



This will view the page correctly, however, when I create an alert for
this form it sends the link:



https://msproject.byui.edu/home/IT/ServerMgt/_layouts/FormServer.aspx?Xm
lLocation=ServiceHostRequest/test.xml



(Notice the relative path instead of token ~sitecollection)



I get this error:



"The URL ServiceHostRequest/test.xml is an unsupported relative URL. Use
an absolute URL or prefix with '~sitecollection', for a
site-collection-relative URL."



A few others had this same problem thinking it was related to the Mime
Type KB listed below (see 3rd or 4th post):

Can someone else help me verify that this might be a bug?

Is there a way to fix it?
