Site vrs SharePoint Site

I have created a MOSS deployment, I have one site collection with
several sites. After a while, I decided to create another site in the
collection, however,this new site does not have the same options in
the Site Actions (only has Create,Edit Page and Site Settings) whereas
the other sites have Create Site, View All Site Content, etc. When I
went to Site Content and Structure, all the previous sites have the
same icon (like a monitor with 3 little squares underneath)and when
hovered display "Site" but the new one has an icon that looks like 4
little guys and when hovered it says "SharePoint site". As far as I
recall, I created them all the same. Can anyone tell me what I'm
doing wrong?

The rest of your sites  where created  using one of the Publishing Site
Definitions/Templates. The new one was created using probably the Team Site
Site Definition/Template. Different Templates have different Features
Activated. That's why the menu is different and why the ICON is different.
