Site settings on meeting spaces on Sharepoint 2003

I can access the site settings on meeting spaces as admininistrator by accessing
the "Modify this workspace" tab. However, my other admins ( with the same
administrator's right on the sharepoint site) could not access the site
settings, they do have " Modify this workspace" tab, However, under that, they
have "Add web parts, add page, manage page and design" the " site settings" is
missing.

What other permission I should give them so that they can have the " Site
Settings"

Give them site  admin permissions.

they already have the administrator's right on the portal
site......

Do they have site  admins on the meeting  workspace? This is clearly a
permissions issue. I'm assuming that "portal" is not the "meeting
sites".
