Site Restore

I'm trying to figure out what I did wrong here.

I used stsadm.exe -o restore -url http://portal filename.dat
-overwrite to restore a top level site from my production environment
to a brand new install of MOSS. The command prompt says the operation
completed successfully; however, when I navigate to http://portal, I
get the error message "File Not Found". Navigating to
http://portal/_layouts/settings.aspx , I can get to the Site Settings
page. All the links seem to be there. It will let me create a new site
if I wish, look at user alerts, but that's about it. The top level
site and all the supporting sites beneath show up as links, but
nothing is actually there.

No error message in the Event Viewer.

Do you have any webparts, site  templates or Solutions installed on the source
that are not installed on the destination? Are both installations at EXACTLY
the same patch level? (verify in Central Admin)

We had a custom master page that we installed as a feature. Once I
installed the master page, the site  came up.
