Site Permissions - list does not exist

I'm having an issue with site permissions. When I go to 'advanced
permissions', I get an error page:
"List does not exist
The page you selected contains a list that does not exist. It may
have been deleted by another user"

I'm also getting event id's 5000 and 5553 with a list does not exist
error.

I looked inside the sites table in the content database, and the only
entry with the UserInfoListId null is the one for the site I am having
the trouble with.

I also looked inside the AllLists table and there are several "User
Information List" entries, but none associated with the troubled web/site.

Is there a way to recreate this list?

The site is working now, but I can't add or delete any more users to it.
