Site migration from 2 sharepoint portals to another (active) sharepoint

Our company has 3 SharePoint portals with over 800+ sites. We need
to find a solution that will allow us to move WSS sites and areas
from 2 of the three portals to one portal. We have been testing
DocAve for over 4 months now and just found out that we can not use
it due to server issues. We are a Microsoft shop and DocAve runs on
Apache TomCat servers, therefore we are unable to purchase it due to
company policy.

What we need to do is:

1. Move sites from 2 SP portals to one SP portal.

2. Move sub-sites from one portal to another and make them top-level
sites without losing data, history, or customization.

3. Move top-level sites to sub-site level without losing data,
history, or customization.

4. Move libraries from site to site or portal area to portal area
without losing history. (This is needed for SOX Compliance)

5. Archive un-needed sites, but have the ability to search those
sites when information is needed.

6. Move un-ghosted sites from one portal to another without losing
customization, data, or history.

If anyone has any solutions, ideas, or best practices...

company  that specialises in the migration  of
content. We have a migration toolset that can do exactly what you
require. However it uses similar technology to DocAve. Would it be
acceptable to your organisation to lease a toolset with this
technology as opposed to buying it?

We would then carry out the entire migration ourselves, and remove
it upon completion of the project.
