Site look and feel-- Left, Right, Top panes

I have forgotten where in the process one does this.

All my sites have WebParts painted in the left pane and the right pane.

Where in the process can I define sites with a Top Pane, left Pane, Right Pane
and Bottom Pane?

Once chosen, am I "Stuck" using just one LookAndFeel?

You can edit an existing page in SharePoint designer to add additional web part
zones or create a new Web part page from site  Actions > Create > Web part page.
When creating a new web part page you get to choose the layout of the web part
zones. The default page used in almost all the site templates only has a Left
and Right zone on the default page.
