Site Hits Report

My manager let me to create a report to collect data WHO and WHEN hits
the site. Is there a way to generate this kind of report either using
1. Out-Of-The-Box feature. or
2. API or
3. Is SharePoint record those data in Content database. If yes, which
table to store those information.

Did you try Enabling site  Usage Reports on the Sharepoint Box? If so, this
gives some good reports. It gives reports based on Pages, User, OS, Browser and
Referral URL.
You can get these reports for each of the site by navigating to Site Actions
-> Site Settings -> Site Usage report  (under Site Administration).

Can be done with client side only access, but requires placing CEWP on each page.
