Site Hit Frequency Rules

I recently did a disaster recovery test to a test portal server, in
which I restored my portal using the SPSBackup/Restore utility.
Everything went very well except for my Site Hit Frequency Rules.

When comparing my disaster recovery test to my production portal, I
went to SharePoint Portal Server Central Administration => Manage
Search Settings, my Site Hit Frequency Rules were missing. Is there
something I missed? Does this has something to do with the restored
portal not recognizing web crawls? Can someone shed some light on this?

I suspect this information is held in the configdb. If you have a new
configdb, then this information will be missing.
