Anyone know where you can disable users creating sites/workspaces under
there My Site?

Sharepoint Services/Virtual Server Settings/Manage User Rights for Virtual
Server
De-select "Create Subsites" right and the capability is removed for everyone.

Remove the same right from the group(s) that you do not want to create sub-sites
in their personal
sites and they now have "non-collaborative" personal sites.

You may want to create custom site  groups to allow some to create sites. By
default, Members and
Contributors have the "Create Sites - Create SharePoint sites by using
Self-Service Site Creation"
which is a separate right from "Create a Personal Site."
