Site definition vs Master page...

I have been searching and cant seem to find an answer to
this question. I have to perform a rewrite of sites originally written
in MCMS 2002. I am trying to figure out if I recreate the site in MOSS
2007 should I create the look and feel of the site by modifying the
site definition like I did in Sharepoint 2003 or should I create a
bunch of master pages and base the site on that. This will be an
Internet Presence site. Can you point me to any documentation or
explain anything to me about the merits of either approach?

I saw a white paper on converting MCMS 2002 channels to MOSS 2007 sites.
They will have to be based on a publishing site  and will likely use
Master Pages and Page Layouts to achieve your custom look and feel. Let
me know if you can't find  this white paper and I'll locate it and post
it to this list.
