Site Content Upgrade Issues

I'm doing some testing of the WSSv2 -> WSSv3 gradual upgrade process and I'm
running into a weird problem. I did a SPS restore of our team site structure
onto one of our dev boxes and after ensuring that the content showed up properly
and running PRESCAN, I got the green light. I ran the Config Wizard on the
first box and after completing that process, I checked the Site Content Upgrade
Status section and verified that the top level site was available to begin

At this point, I remember reading something about having to upgrade the
top-level site first, so i went back and did another SPS restore of our portal
sites and ran another PRESCAN. That, too, was successful, so I did MOSS
installs on the remaining servers and then added them into the farm. I went
through the process of adding the services on the particular farms, but now when
I check the Site Content Upgrade section, it's blank! It says that there is
nothing associated with the farm that can be upgraded. Any idea what happened
here? This is really perplexing.
