SITE CONFIRMATION AND DELETION FEATUER IN SHAREPOINT 2003/WSS 2.0

I have an SharePoint Extranet portal using SP 2003 and WSS 2.0 on SSL.

I had enabled site confirmation and deletion. The emails were getting
annoying since they were coming weekly even though it was set to check
every 90 days. We would still get notified even after click the link. I
disabled it on 5/25 but go an email notification on 5/30 regarding the
same sites that I just confirmed on 5/25. I just went back to the
settings and changed it to 365 monthly checking. I am hoping that it
will at least do it yearly since I am not able to disable it completely.

Has anyone ever encountered something like this? Am I missing something?
Why can I not disable this feature? Is there a stsdm command that I can
use instead of the GUI.

What is the stsadm command do disable site  confirmation on a SharePoint
2003 portal. I have tried everything that I can think of and the portal
still sends out emails once a week.
