Site Collection deletion mishaps

I am sure you have run into this issue before and wanted to get your
feedback. We have a situation where site admins delete their site
collections and we have to go through the trouble of a restore.
Management would like these users to have the ability to create and
delete their sites at will. Having looked at at creating a new
permission there doesn't seem to be any choice that differentiates
between sub and site collection. A friend suggested since we cannot
manage the sites as we want that we create a subsite inside the users
site collection that they do not have rights to that should prevent them
from deleting the whole thing. What have you done to prevent these users
from deleting their top tier site collection?

We run  AvePoint's DocAve which has a module for recovery of site  level
deletions. It basically listens for the 'delete' command, pauses it and does a
snap-shot in time backup and then returns to allow the deletion  to continue.
Works like a toaster. You may also want to check [I think] there were some
others that offered a free solution for recycle bin capture of site deletions.
