Each SITE COLLECTION can have its own database and web.config file?

Each site  collection can be put into it's own content database  since you can
have multiple content databases per web  application. But the web.config file  is
in the root of the web application so each site collection  in that web
application uses that one web.config. You can have a second web.config if you
extend the existing web app to a second zone. But this web.config will be used
by any site collection coming in through that zone's base url.

So basically each site collection can have its own database, but not its own
web.config. Unless you create a separate web application for each site
collection.
