Site collection administrator setup

Is there a way to grant someone access to all site collections/subsites?

I thought the farm administrator account had this type of access but
now I'm seeing that the farm admin can only access a site if they have
access by some other means (either through a group, direct permissions
or as a site collection admin).

My problem is this. I would like an account (or better yet, a group
of accounts) which have access to all sites in case something needs to
be changed.

I realize that farm administrators can give themselves site collection
administrator access to any site collection through central
administration but that's an extra step that seems like it should be

Something else I don't understand about site collection administrators
is that when I set them up through central administration, I can enter
a primary and secondary. If I go to the actual site collection and
edit the administrators there, I get a single site collection admin
box that can contain any number of users. That seems a little odd to
me that I'm configuring the site collections admins in both places but
it's done differently.

Am I missing something here or is it just a little quirky?

In Central Admin, App Management, Web App Security Policies, add your
desired admins  to a web app policy with full control.

In answer to your question about two places  to enter site  Collection

If only farm  Administrators can create Site Collections, they turn them
over to designated "Initial" Site collection  Administrators in Central
Admin. Now those Site Collection Administrators can control membership
in all of the groups for the root site and the Site Collection
Administrators. Delegation.

BTW, the farm admins  can use stsadm.exe to create a site collection
without picking a template. They then designate a Site Collection admin
(or two). When the Site Collection admin  first goes to the site, he gets
a template picker and chooses his own template without the authority to
create the site collection.
