We are using the scsignup.aspx to create new team sites. Off course we
want users to choose site categories when they add a new site, so we
have enabled the enforce site listing.

On test this works fine, I get the site categories shown on the
scsignup. But on production I can see my categories on the home page,
but when I click create they are not there. The enforce listing
parameter is in the URL.

Any ideas on to what setting we could have overlooked on production?
We have only changed settings, not the file itself.
