Site Auto deletion

In Sharepoint 2003, there is a feature for sites not in use for certain time period, a reminder is sent to the site owner to renew their site and prevent it from auto-deletion (if turned on!). Is the criteria based on:

1) Site usage: last visited by a user


2) Content changes on the site: Is moving web parts (design changes) around on a site considered a change?


3) Is the email sent irrespective of above two criteria and is always sent after x (default 60) days of initial site creation.

#3 – Sent regardless of site  stats/usage.

I'm not 100% sure, but I believe one of the service packs fixed that behaviour
to use scenario #1. I know it definitely used to follow scenario #3, but I've
turned in back on in my environment and it appears to be following scenario #1,
which is what I expected in the first place.

Opinionated but sadly, in this case, uninformed. I don't know if a
service pack fixed this bug or not.
