Site Admin Access

We have created a AD group for two SharePoint admins that will have
access to all site collections that are created. When we assign
this group to have admin access on the site collection they do not
seem to have admin priviledge - it acts more like contributor - they
can not manage users under site settings - it prompts for
authentication... should this work as we have it set up?

I don't have Active Directory on my box, but they should be full-blown
admins. How do you "assign this group  to have admin  access on the site
collection"?
