how to make "site actions" tab appear only for a particular group

is there a way (either by configuration or custom programming) to
restrict the "site actions" tab only to appear for users included in a
particular sharepoint group?

It would be possible to do this with custom  programming, but it would have a
negative effect on the performance of your system since the presence of this
tab is part of the cached master page. Removing it programmatically will
invalidate the cache almost every time a page is requested. Since the
contents of the tab  are security trimmed automatically, why do you feel the
need to remove the tab instead of simply removing a menu item from the tab
or adjusting security?

Actually, we mistakenly used the "report center" template to start
developing a BI application over MOSS, whereas I feel we should have
started from a blank template and added lists, libraries etc. on our
own. Choosing the "report center" template added an item in the site
actions tab  called "Create Dashboard" which we only want a particular
group of users  to see and not everyone else. Switching to another site
template is not an option for us due to time constraint.

Alternatively, is there a way to define security permissions on each
item of site  actions tab such that certain items are only available to a
particular SharePoint group  of users? If that would also need custom
programming, can you guide me a bit on exactly what should be done?
