how to make "site actions" tab appear only for a particular group

is there a way (either by configuration or custom programming) to
restrict the "site actions" tab only to appear for users included in a
particular sharepoint group?

You can do by Share Point group  and Group permission.

What should I do to accomplish this? I can't find a place to
define the permissions of "site actions" tab.

You can't define permissions specifically for the tab  itself. But, through
SharePoint 2007's security trimmed user interface, only users  that have
permissions to use any of the options that it exposes (such as create, add
page etc.) will actually see the tab. So, for example, anyone in the Viewers
group will not see the tab since they only have read access.

Only users  that have access to something that is listed under the button will
see it. For example, Visitors with the default read-only access will not see the
