Simple HTML Viewer permissions / Pencil display

Anyone figured out how to only let the pencil of the Simple HTML Viewer
header show up if the person has permissions to edit the simple html?

Any way to set these permissions?

I don't want users editing these files, but I can't figure out how to make
the web part decide who the user is and change behavior accordingly.

My workaround is to go to the web part and uncheck "Display this web part in
a frame". But that's a headache-inducing workaround.
