Simple HTML Viewer editing permissions?

Anyone been able to disable the little pen/pencil icon on the Simple HTML
Viewer web part (or any of the web parts, really) that's in the top of the
frame... if that user doesn't have permission to edit the object?

Currently, it appears to work such that everyone sees the pen/pencil icon,
but when they edit it and click Save, they get an error at that point. I'd
rather them not even be able to see the icon.

Same goes for Content Viewer and other web parts that exhibit the same
