Have you looked at the KPI Web Part for your stoplight requirement? If
that doesn't work, you can certainly achieve it with a Data Form Web

You will need to migrate the aged list  items to an archive list to let
people only edit the current items.

This is what I know off the top of my head:

1. KPIs might provide this solution. If not, you'll have to develop a
Custom field type.

2. Create an event handler for the ItemAdding event. If the edits fail,
you return an error message.

KPIs are not as easy as MS marketing would have you believe. In SP (MOSS), it
is impossible to get more than 1 KPI on a single row in a display. I have not
tried SPD nor developer level customization.

I have given up and basically send the SP list  data to Excel2007. Therein, I
have lots of flexibility to build KPIs. Unfortunatley, there is no good way to
get these back into SP. If you choose Excel services and display as a WEB
part, you loose fidelity and visual detail that you had in Excel.

We've choose to put the WB back into a SP doc lib and force the interested
user (maybe disinterested by this time) to open the Excel WB from SP.
