Sharing calendars in MOSS 2007

Is there a way to share all calendars on portal or Site level in a
central location(like how we can share in outlook).

You can add any SharePoint event list to Outlook and it will behave like
any other Outlook calendar. Look for the "Connect to Outlook" option in
the Actions menu.

In our oraganization lot of employees do not have e-mail and that is the main
need to have some kind of solution on SharePoint(our Intranet).
Please point me to right resources or 3rd party custom solutions to accomplish
this task.

CorasWorks has a "Roll-Up" calendar. It's about a $15 - $20K solution.

I believe what Jordon is referring to is CorasWorks' WorkPlace Suite but you can also use their AppEngine which is about $4k for a server and $8k for a farm.
