Sharepoint Workflow Timer Job

We have discovered that for one of our web applications Workflow Timer job is
initalized and complete percentage is 0 for about 1,5 days.

Do we have any chance to restart workflow timer job manually other than iisreset
(or web application restart)?

I use this command to recycle an application  Pool:

%systemroot%\system32\iisapp.vbs /a "[AppPoolName]" /r

Replace [AppPoolName] with the actual name of the application pool.

What does recycle actually do?

By the way we have discovered that th eproblem is WSS Timer Service it goes down
With the following errors
