Sharepoint with or without Proxy

We recently purchased Sharepoint with ISA Server. Our vendor told us ISA was
required to use Sharepoint. Because the purchase comes with the design and
implementation of our intranet we saw the designers had a standalone laptop with
Sharepoint that does not have a Proxy and also was not attach to the network.

My question is:

Why does Sharepoint needs a Proxy?

It depends on how you want to deploy SPS. If you only use it on your
intranet then a proxy  isn't needed.
