Has anyone come across the following error when trying to create a My
Site in v3?

"You do not have permissions to have lists and pages within My Site."

My user is set up as a Administrator and we had this feature working
before...but now we get this error with every user after we did a
reinstall.

Any ideas? It's always nice to search an error message that google has
never seen before.
