Anytime you see the word "portal" you can assume it refers to a SharePoint
Portal Server (SPS) site. Otherwise "site" generally refers to a Windows
SharePoint Services (WSS) site. SharePoint portal  Server is actually a highly
customized WSS site  so there is alot of overlap, but many of the features
available on SPS are not available on WSS, and a few that are available on WSS
(e.g. list-level security) is not available in SPS.

As it turns out, even Microsoft is somewhat confused. Apparently the SPS team
is entirely separate from the WSS team, which is part of the Windows 2003 group.
