Sharepoint site migration

I have been banging my head against the wall on this one without any
results, except a sore head.

I am running Sharepoint Portal server 2003 in two separate
environments. I have Dev server and Prod server running on Windows
Server 2003 pointing back to two separate SQL 2000 boxes.

I am trying to use Spout to move a site off of Dev over to Prod but
it's not working. I had someone tell me to use FrontPage but I know
that won't work.

Is this possible with Spout.exe?
What permissions do I need when I run Spout.exe against the SQL
Database?

Any help on this would be greatly appreciated.

Are you trying to move a WSS site  or an SPS area? If it's the former, have you
tried using either smigrate or stsadm? If it's the latter, you're limited in
what can be done. Spout is meant for exporting from SPS 2001 or SPS 2003
backward-compatible document libraries only - it's not meant for SPS 2003 SQL
exports.

I am trying to move an SPS area.

After looing at it more I realize that spout.exe really won't work.

What other options do I have?
