Sharepoint security - adding user roles from client machines

We've been trying to set-up user roles programmatically from a web portal on
the sharepoint server. Does anyone know if it is possible? I know you can
set-up user-roles (security) using web folders from a client machine (needs
Win 2K, client components, and coordinator access) so I'm wondering if it is
possible to do the same using code, maybe through an API?? We can find
nothing in the code objects that would support this (knowledge server module
or knowledge folder module).
