Sharepoint question

I have a small Sharepoint Foundation setup (single app server, single SQL
server).

On the server, I've created all sites under /sites/. I have a request to create
a site under / (a root site). If I do this, will people be able to traverse to
/sites/etc and gain access? Will I do any damage?

Yes it is safe and will not affect site collections that already exist
under /sites

None, other than you need to update end users of new URL. If there any links on
other sites, also need to be updated.

But I'm sure your question was related to permissions and I agree with Bryan.

Urls are independant of security. In fact, you can make your URL what you want
(within reason of DNS standards) and app stays the same.
