Sharepoint publishing option is not showing in File-->New-->SharePoint

I have installed SharePoint services and SharePoint Designer in my pc and i was
doing the practical of ShaprePoint video Tutorial on Microsoft site because i
m new one on SharePoint but i got stuck.
There is Sharepoint publishing option is not showing in File-->New-->SharePoint
Content tab

So guide me may i need to Install SharePoint Server 2007?
