Sharepoint Portal 2003 migration prepare

I am a newbie in SPS world, and I would like to ask som basic
I got a task, migrate a SPS Portal 2003 server with some sites to the
another new server.
I have read a lot of about smigrate.exe, stsadm.exe but I don't know
which to use.
If I know right, the stsadm can be used in this case, make a backup
of the site and restore it at the new server after a new site
I don't have any sitemap or site/subsite structure, etc. the old SPS
admin leaves the company and I got his role.
It is possible on some way to generate a sitemap of the portal?
After backup -> restore, the security permissions and owner, etc.
will transferred too?

Is possible to make a restore on the new server, when it's contains
SP2 and the old one doesn't?

You can use the sharepoint  Backup and restore tool. follow the
instructions in the Whitepaper at mindsharp.com titled something
like "Moving Sharepoint from one portal  server to another". After
following the instructions on restoring , copy data under C:\ Program
Files\Common Files\Microsoft Shared\Web Server extensions\60 and
C:\Program files\Sharepoint Portal Server from the original server to
the new server . In order to do this , you'd have to stop
sharepoint services and IIS. Restart services and voila you are
ready to go. My only problem now is i'm not able to get the same
contents of my sites as the previous portal. this may be due to the
fact my Service account is different and probably a rights issue.
