Will you be licensing under an enterprise agreement? If so you may already have the CAL's needed. You will definetely need to work with a third party vendor or MS to find out about pricing. Here is a quick rundown from what I know about licensing and remember I AM NOT WITH MICROSOFT and I can't promise these figures. Here is the how to buy document form microsoft www.microsoft.com/.../default.mspx

Sharepoint portal  server 2003 is $5,619
wss comes from free with windows server  2003

You will need an AD account and a sharepoint  CAL for all users who access the portal. You only need and AD account to use WSS.
