For most of the task you don't need to work locally on an SPS machine
(although I prefer it using a virtual machine). Just copy the
microsoft.sharepoint.dll from a SPS installation  to you Windows XP
machine and start writing Web Parts.

You can develop against a remote SharePoint server using Visual Studio .NET
on your computer, but there are a few things to be aware of.
See
msdn.microsoft.com/.../htm
l/CreateABasicWP.asp for the full details.

Essentially, you need to copy Microsoft.SharePoint.dll from the C:\Program
Files\Common Files\Microsoft Shared\Web Server Extensions\60\ISAPI folder on
the server to a folder on your development computer, and add that reference
in your project. You also need to modify the build output path.
