Sharepoint Implementation/Planning questions

I work for a county government supporting 1,200 users. I
have been tasked with implementing SharePoint Portal &
SharePoint Team Services. Biztalk Server
will be used for integration & workflow. I have been
reading product guides, whitepapers, SharePoint posts,
etc. I have no experience with this product or any
portal/cms product for that matter. We have however
standardized on the Microsoft Platform: Windows Adv.
Server, Win2k Prof, Office 2000, SQL Srv2000, Exchange Svr
2000, FrontPage 2000.
Recently, our web team has implemented Macromedia
Contribute for updating and maintaining web content.
Presently there are no standards for creating content and
storing it on network drives. Probably as no surprise to
this list, there exists no folder hierarchy, only the
memories of our users serve as the engine to find their
information. With that background, I pose the following with all
feedback greatly appreciated:

1. While in the beginning stages of project planning, the
implementation seems a daunting task, so I am trying to
break it down into phases: crawl and index data on
network drives to bring some structure to our end users
and some manageability to our IT dept; create team
department) sites; content review/approval processes;
etc. Please share your thoughts and experience.

2. What kind of a time frame should we be considering?

3. Should we be concentrating on SPSv2 instead of SPSv1?

4. For resource planning how many staff are needed and in what areas?

5. I have read about a service from Microsoft "QuickStart Planning
for SPS' I looking for a testimonial for this service.

1. Recommend spending five times as much planning as you think you need before
implementing especially workspace ustilization and developing a plan for
assigning Roles.
