I am working on a project where I need to customize Sharepoint Home area
on per user basis. The administrator creates gadgets on the fly through
a custom web part and the user should be able to drag and drop these web
parts on the Home area so that different users see different web parts
on the Home page according to their web part selection and preferences.

There are two difficulties where I need to have some solution or
pointers

* How to personalize Sharepoint Home Area for every user?
* How does the Admin web part create a web part on the fly at the
home area? I believe it can be done on a web part page but there is
something that restricts you from doing the same on the Home area. Has
anybody done this before?

Please note that I should not use "My Site" for this purpose.
