Sharepoint header

I need to make a web page that includes the header and dashboard from
SharePoint. Below that, I will use the HTML viewer for some custom HTML code.
What we are trying to do is build a gateway page that is accessed from the home
page. On the gateway page will be several links to applications. We want the
gateway page to look like SharePoint and not an boring HTML file.
I tried to make a folder within the document library and add a web part to that
specific folder but the web part was global with all folders in the document
library.

Anyone have ideas?
