may someone advise me on the following matter?

i performed a backup restore for the central administrator as well as
the sharepoint portal..
after backup i noticed my form services not running..
then i go to Site Collection Feature to try to deactivate the feature
but i hit the error: 'Failed to deactivate feature {Feature} {GUID}
from scope {sharepoint address}'
when i go to central admin, all features has been deactivate and also
hit the same problem when i try to activate it.
