Sharepoint error message

I'm using STSADM to add a web part. Installing on another dev machine it works fine. Used to work fine on my current dev box; however now I'm getting this sharepoint error.

The located assembly's manifest definition with name 'QuikChekLite' does not match the assembly reference.

Happens when I just go portal home page. Deleting offending web part dll, config reference and dwp fixes the error but obviously no web part at that point.

Sounds like a GAC problem. Make sure the web  part
assembly isn't in the GAC, it will try to use that

we did check the GAC for both the web  part assembly, and any assemblies refrenced by the web part, but none were in the GAC.

We also double checked that there were no 'extra' copies of the DLL anywhere that it could be refrencing, and we also double checked that it was getting signed correctly (it is).
