SharePoint drop-down list

would anyone happen to know what the best way is to create a
drop-down list in SPS 2003/WSS v.2 that is populated from a database,
and when the user selects a value they are redirected to a particular
landing page? The logo on this landing page would also be determined
by the value that the user selected. Thanks very much in advance for
any input.
