SharePoint Drafts folder?

We are using Windows SharePoint Services 3.0 and have just finished
rolling this out to our users. Its been a hit so far however we've run
into quite a serious issue.

We have force check out enabled on our Document Libraries and when I
check out a doc it asks me if I want to use my "Local Drafts Folder"
which is what we want it to do, so the user can get a visual idea of
how many documents they have checked out.

However several users don't have a SharePoint Drafts folder under My
Documents at all and aren't prompted to create one.

All users are using Windows XP SP2, IE 6.0, Office 2003, all users
also have the same Permissions.

Is this a client or server side setting I need to enable on each users
machine to require this option? (And enable it for users who aren't
currently prompted.)

I believe the SharePoint Drafts Folder is only available for clients using
Office 2007. That is when I noticed it and my Office 2003 users  don't have it.

I thought that was the case as well however I am also using the same
version of Office 2003 that my users  are and I get prompted  and have
the drafts  folder
