SharePoint Designer workflow

I'm trying what I would have thought would be a simple workflow in SPD and I'm
having all sorts of problems. Here is the skinny of what I'm trying to do. Any
suggestions or helpful hints or other samples would be great. I want to avoid
doing anything in VS2005 at all costs on this project, for a variety of reasons.

1. doc gets loaded to DocLib in MOSS 2007 and Originator kicks off workflow
2. email is sent to a ISO Reviewer who either (A) Approves or (B) Rejects and if
(A) the step should go to another Reviewer (see step #3), and if (B) email gets
sent to Originator stating reasons.
3. email is sent to next higher CIO Reviewer who either (A) Approves or (B)
Rejects and if (A) the step sends an email telling Originator that it's been
approved and provides a link to the document. If (B) the step sends an email
telling ISO Reviewer that it's been Rejected.

Seems pretty simple and very doable with SPD. I have tried using variables,
dynamic variables, tasks, doclib columns, etc., etc. I can't seem to get Step 2
to fire. Once Step 1 goes through, the workflow completes and never even
attempts Step 2.

Thoughts? Please......

is it possible to restart a workflow  using sharepoint  designer? what i mean is
if there is an action in creating a workflow that would initiate or start
another workflow?

Your problem is workflow  doen't get paused at each step.
You can use "Assign a To-Do Item"(which creates a task to a person
to whom the task is to be assigned and send and email).
WorkFlow will get paused until the task is completed.
